Ressourcenorientierung als grundlegender Ansatz einer Methodenbildung professioneller Sozialarbeit im Maßregelvollzug Social (Case) management und social marketing-Strategien bei der Bedarfsdeckung im Prozeß der Wiedereingliederung fo rensisch-psychiatrischer Klientel

Die klassischen Methoden der Sozialarbeit stehen seit mehr als zehn Jahren in der Kritik. Eine breite Professionalisierungsdebatte verknüpft mit einer Methodendiskussion wird vornehmlich in der Theorie und Ausbildung professioneller sozialer Arbeit geführt. Die anhaltende Diskussion fällt nicht zufällig in eine andauernde Phase fiskalischer Rezessionen. Der unübersehbare Druck zur Ausbildung eigenständiger Methoden wird vielfach nicht nur negativ wahrgenommen. Aus der sozialökologischen Diskussion wurde 1992 eine Methode des Unterstützungsmanagements - dem social Case management (Wendt) - in die Methoden-diskussion eingebracht, die theoretisch weit ausdifferenziert vorliegt und sich u. a. an der Praxis im außereuropäischen Ausland orientiert. Die Autoren nehmen den vorliegenden Stand dieser Methodenentwicklung auf und illustrieren dieses zukunftsweisende Konzept mit einem weiterentwickelten Praxismodell des Unterstützungsmanagements bei der Rehabilitation und Nachsorge forensisch-psychiatrischer Patienten. Die vorgestellte, ressourcenorientierte Methode des Case-Management basiert auf einem versorgungsstrukturorientierten Sektor-Management, das sich einer eigenen social marketing-Strategie bedient.

Abstract

For more than ten years classic methodes of social work have been under criticism. The brod debate over increasing professionalism coupled with the general discussion on methods is especially conducted in theory and in the training done for professional social work. Moreover, this continuing discussion has not accidently slipped into a prolonged phase of fiscal recession. There exists a pressure which cannot be overlooked for the creation of independent methods, and this is in many ways not only negatively acknowledged. Arising from the socio-ecological arguement a method of ‘support-management’ - from social case management (Wendt) - was brought into the discussion in 1992. This method is theoretically in practise orientated to foreign countries outside Europe. The authors look at the present and situation with regard to the development of this method and illustrate the concept, which seems significant for the future, with a more developed model for practise of ‘support-managment’ in rehabilitation and after-care of forensic-psychiatric patients. The resource orientated method of case-management, which is supply-structure orientated and serves its own social marketing strategie.

Résumé

Les méthodes cliniques du travail social font l’objet de critiques depuis plus de 10 ans. C’est principalement au niveau de la théorie et de la formation du travail social qu’a lieu un large débat sur les méthodes employées. Ce n’est pas par hasard que cette discussion continuelle se dévelloppe dans une phase ininterrompue de récessions fiscales. Fréquemment, cette pression évidente qui tend au développement de méthodes propres n’est pas seulement ressentie comme négative. C’est consécutivement au débat sur l’ économie sociale qu’ a été introduit, en 1992, une méthode de gestion de l'aide - le <<social Case management>> (Wendt)- dans la discussion sur les méthodes; cette méthode est, du point de vue théorique, particulièrement différenciée et s’oriente entre autres, selon les pratiques exercées dans les pays étrangers extra-européens. Les auteurs dressent le tableau de l’état actuel du développement de cette méthode et illustrent ce concept à tendance futuriste au moyen d’un modèle clinique de pointe de cette gestion d'entreaide à l’occasion de la réhabilitation et du suivi des soins des malades de psychiatrie légale. La méthode de <<case management>> qui est présentée et qui s’oriente aux ressources, se fonde sur un <<management>> de secteur basé sur des structures de soins; cette gestion sectorielle se sert d’une stratégie de <<marketing social>> propre.
